Honestly, this looks like the type of problem where seeing a candidate's approach to attempting to solve it could still be useful. See what they try, and how close they get to an optimal solution. Personally I'd prefer a coding interview like this which encourages me to try to figure out a solution for myself, rather than just applying what I've memorized and practiced.
