And local (block-level, district-level) ISPs.
They are the biggest VPN users now and contribute heavily to censorship avoidance projects.
What else? Hackers and carders?
Or are you talking about Russia-the-state?
- lenerdenator 2y agoRussia-the-state. For all of the censorship avoidance projects they haven't figured out how to get rid of the guy doing the censoring, and he's spread his influence far and wide using the internet.
