He wants them to expel students who protest his administration or causes, and report any who are on study visas to ICE for a couple weeks of "detention" followed by deportation if they're lucky, or to be sent to CECOT if they're not. Schools can do those things, and that's what he wants. And violations of the law, and even the Constitution, only matter if someone enforces the law.
