So much of my software career is littered with people who are not qualified to be there even after the industry has made considerable concessions and dropped the baseline of minimally acceptable practice to beyond ridiculous. That’s the carrot. For the stick I would create a law firm to sue employers who introduce defective software from unlicensed developers that harms consumers whether that harm is malicious or just negligent.
