It’s the whole damn organizational culture that supports looking the other way and these demonstrations of incompetence. I observed so many senior managers on their iPhones at work and never working. I seemed to lack the levers to do anything and when I did, my award bonus was reduced for four yrs. But I still have my pride. So the organization just rots over time.
