So, realistically speaking, we've seen lots of corruption protections stripped away in parts of the federal government - SEC to stop prosecuting things, Inspector Generals fired, loyalty pledges, etc. Who would need to be on board with changes in the Pentagon to strip away protections there? I'd assume it's quite a bit more insular than other parts of the federal government.
