A very bad programmer can program some cool stuff with the help of libraries, toolkits, frameworks and engines that they barely understand. I think that's pretty cool and makes things otherwise impossible possible, but it doesn't make the very bad programmer better than they really are. I believe AI is a variation of this, except a library at least has a license.
