They are scared by the stories they get via social media. They are scared by the actions of their government (the foolish words by WHO and the US politicians early in COVID really damaged trust). I'm in New Zealand and we had our own foolish government decisions (often unscientific). In my experience trust cannot be regained after it is lost.
