It's an idiotic take I agree. However, I don't think the US has benefited massively from soaking the best brains globally because of its foreign or trade policies. Most dominant voices about US foreign policy and foreign business interest has always been characterized by aggression and exploitation. I highly doubt people were ok with that because the US had low tariffs on their countries exports to the US.
