Much like the vast majority of people that boldly claim "X Country" has the greatest Y in the world, it's unlikely this person has lived (for any significant duration) in any other country besides X. Having spent many years in Taiwan along with standard doctor appointments and even surgery, I found the medical care in Taipei to be just as comparable as any of the doctors I've seen in the west.
