The patch eases the build of the Fortran runtime for (not on) GPUs, but most of the work done to make the C++ implementation of the runtime compilable for GPUs was done a while ago by NVIDIA. I had GPUs in mind when the runtime was first written, and avoided the use of C++ features that didn't play well on the GPU so that most of it could be on the device if needed.
