Generally speaking corruption and abuse by law enforcement never comes from the top. It will be stupid to be officially liable for it. What happens is that they look away.
- jfengel 2y agoThis particular administration doesn't appear to care about liability. They quite publicly dare other branches to do anything about it. Because of that I don't think this comes from the top. But doing so would be entirely in character.
