Well Apple deliberately forbids runtime environments on the iPad. Or rather, you could have one, and a programming editor, but you would not be allowed to share your code with others or run code created by others. I suppose you could circumvent it by coding on some web site or server. But nevertheless, I'd say that counts as "inherent in the tablet design". Of course there are other creative things to do besides coding. You can do some things with the iPad.
