These things would seem to follow. 1) As the security of US Gov networks lose integrity, 2) adversarial incursions from other govs would follow, including from a) govs considered hostile by current administration (China), b) govs probably unliked by current admin (N.Korea,Iran) and c) govs trending toward favor from current admin (Russia,Israel). 3) Incursions from hostile govs can justify a war footing which would 4) firehose even more power toward the executive branch. If current admin ignores c) in gov networks, no one will be surprised.
