If you don't want to penalize the poor, then give a UBI funded by it. Alaska does that with its Permanent fund. Even Elon and Trump caught on, wanting to give 20% of the DOGE to people. That makes the program popular, and people say "more taxes, please!" In fact, maybe if they do it enough, they'll realize that funding a UBI with pigovian taxes is an economic and environmental policy miracle!
