Coincidentally, I just migrated something from Tailwind v3 to v4, even though Tailwind isn't really much my cup of tea. The migration tool that they ship was able to do everything. e.g. I ran it, then my project built and worked with v4 instead of v3. Likewise, there haven't really been any major API changes in React lately either, but if you want it to be automated, they ship react-codemods which will handle a surprising amount of edge cases for you when upgrading.
