Which other country is deporting people to concentration camps controlled by the military on foreign land?

  You mean those few hundred gang bangers that were brutal enough that even their home countries wouldn't accept them back? It's a common issue in South America where criminal thugs from one country will cross into another, and then their host country will not take them back. I can't find reliable outcomes of what happens to these people in the media for some reason...
