Sounds like the an archetype of the classic politician lie. "If you give me more power I will solve everything." Combine that with the general "central planner's megalomania" where they think they know every last detail of how things should run without regards to any input of the inhabitants.

I had heard of the concept, but none of this makes sense when put side by side.

  Whats old is new again. Some say this is the end goal for people like Musk, Theil etc. Company towns but instead of towns, collapse the US and the remaining pieces get divided up into different company 'enclaves' that subjects can apply for immigration to and be employed in. You'd live, eat and work in company provided resources. After thinking about it, its probably inevitable that the US goes down this route. Any semblance of worker solidarity is nonexistent and has been mostly beaten out of the populace and there seems like no pathway to go back to those days.

    Its not even the endgame. They want to live forever and “exit” the human race (on top of its ashes) and so they need unregulated nuclear research, medical experimentation on humans (happening now in their city in Honduras, Prospera), and control of the local civic centres so that they can set up rapid manufacture and deployment of weaponized drones and more. They will eat everything if they think it gives them a chance to live forever.
