The answer is not that complicated but people seem to make it so out of desire to either cover all the corner cases and/or tackle a more tangential issue related to free software (such as compensation). While valid areas of exploration, it can make one miss the forest for the trees. I feel the question can be answered as simply as once upon a time a question like "how many angels can dance on the head of a pin?" Who is free software for? Anyone and everyone.
