As for Republicans wanting them dead: do the words "We want them infected" not ring a bell? Either that was based on a delusion (how do you propose to infect only the low-risk individuals?) or the true objective was to kill off a lot of the weak. And that wasn't a one-off by a nut, there was a substantial contingent of conservatives who wanted that approach. Simply ignoring it would have been callous, but wanting them infected is intent.
