Food inspection? Clean air? National parks? Air traffic control? Interstate highways?
Sales tax is also regressive.
Basically what you're talking about is going back to the early 1900s (and earlier): you know, the Gilded Age (the time of robber barons), when inequality was at its highest in the US.
