Simplistically it looks like that, but the US (or any other Country) never used to tax so much. The idea is to go back to a time of high GDP growth and lower taxes. Part of that is spending reduction (i.e. inspecting each arm of the government), and another part is growth hacking. Another thing to remind ourselves of is that we don't want politicians to make decisions purely from market reactions to policy.
