First master short distance space travel maintenance, shields debris and radiation, energy efficiency and advanced battery tech, etc ... If the data-center in space is bigger than a telco closet then the power tech to run this beast is thousands of years out and would more than likely be some cold fusion reactor.
Ocean shore-face area behind a seawall could be a little more feasible however, especially for deep sea fiber hubs and oceanic packet flow WAN optimization.
