I think Trump's tariffs are foolish, but many countries have imposed them at various times, so it's not reasonable to single out his tariffs as an "act of war".
They are an act of economic war, but on the consumers of the tariffed goods not the suppliers. The consumers are the ones who pay the tariffs after all.
