PPPS must admit, army/navy (including veterans care) and weapons industry are special cases, which need concentrated money to effectively function, and unfortunately they typically cannot be optimized, because already working underfunded. Why need finance own army - to not finance enemy army. In ideal case, own army must be only tiny bit more powerful than enemy army, and this will be enough to save from war.
