My understanding is that Jones in effect siced his crazy fans on the victims of the school shooting by saying that they were crisis actors hired to advance some sort of conspiracy. That resulted in them being harassed. In effect, Jones is a stochastic terrorist. I'm guessing that the amount was also high because it was felt that would be necessary to get him to stop making false statements. E.g. if the penalty was thousands of dollars and he was making millions of dollars then why would he stop?
