It's better to think in terms of executive functions. Executive functions include core functions like attentional control, cognitive inhibition, inhibitory control, working memory etc. The ability use fluid intelligence to solve problems are build upon core executive functions. When people get sick, or older, their fluid intelligence decreases only little. Cognitive inhibition attentional control decrease faster and prevents the use of intelligence. Executive functions can also come and go with healthy adults. When we are hungry, tired, or use drugs there is short time impairment. Excessive use of social media might similarly impair our executive functions, but it likely recovers when we moderate it. It seems to me that Musk has problems with inhibition. It could be drugs, social media use, lack of negative feedback, or all that combined with ageing or some medical condition.
