I'm thinking most of new and established STEM PhDs, who'll decide where in the world to settle in, or relocate to, to do research or R&D. We Web/app programmers are a dime a dozen, unique-skills-wise. But the loss of an individual with much more rare scientific knowledge/skill/ideas can be felt much more acutely by the country that alienates them. (Counterintuitive techbro salaries vs. academic salaries aside.)
