I don't get what you mean. GNOME 3? A new project was started; mutter and gnome-shell. You say that starting a new project is better than dumping other projects. So I guess you want people not only to start something new, but also keep maintaining their old things? It seems a bit strange to me. In case of GNOME 3, gnome-panel and metacity are still available.
