How an obscure advisory board lets utilities steal $50B/year from ratepayers

- PopAlongKid 2y agoMy first professional programming job was indirectly related to this. Back in the 1980s at a large investor-owned utility, a decision support system (DSS) named EXPRESS from Management Decision Systems, Inc.[0,1] in Boston was used on an IBM VM/CMS mainframe system[2] to model twenty (!) future years of finances, used as the basis for the all-important "rate case" made to the public utilities commission. I wasn't involved in that part however, just the number crunching. I suspect in hindsight that after the first year or two, the remainder of the 20 future years was just pie in the sky.
