I can't cite any sources, but it's a given that Remote Viewing was a cover-story for a new generation of spy-sats capable of much higher resolutions. We in NATO wanted our adversaries to continue in their complacency in, e.g. parking experimental aircraft outdoors without cover. ...and also (during the Cold War) to spur the Soviets into wasting money on pointless research projects that would have otherwise gone into their military's offensive capabilities.
