Europe builds housing as fast as it can. Barcelona added 100-200k units in the last few years at least. But Europe is small and the regions like Barcelona etc that are targeted by external investors can not cope with the domestic demand and the housing price bubble the enormous quantities of cash those investors are pouring. There is limited space. Texas is half the size of entire Western Europe. Places like Barcelona are just Mediterranean river basins that are squeezed in between mountain ranges and they have even less space. Basically there is no way any European country can handle the real estate bloat that American and other foreign investors are causing and they have no obligation to do that either.
