I've definitely experienced this, turns out it was an ip issue.

  It follows me around to different places: my home is weird because I have a load balancer, but I have the problem at work and at the gas station, on my tablet, laptop, and more than one desktop computer. It also affects me if I try to use one of several email addresses instead of my Facebook account -- the only thing I can think of is maybe I have to supply a mobile number from a real carrier and not a Skype number to verify by text, but it doesn't outright say that.
