(Purely to play devil's advocate): Couldn't one argue that, given how large his companies are, (he is literally the richest man on earth), most government agencies he touches would affect him one way or another? Heck, I bet even the Dept. of Agriculture has something to do with Starlink in farming equipment, or radii for rocket launch pads and farmland, or who knows what... I'm making this all up but it's plausible.
