No, I have always emphatically felt that it is often just being a dick, and this particular rapidly disappearing form of "nettiquettte" will not be missed by me. I, for one, am perfectly willing to grant strangers the courtesy of answering a little question and not essentially tell them "figure it out lazybones". It's telling that nobody behaves like that IRL, where you can actually see another person's face.
