Not because the large majority aren't intellectually capable, but because there isn't the interest/attention span in most people to understand the nuances of the complex problem that is demanding the complex solution. I feel this in myself increasingly and opt to just not have an opinion on proposed solutions when I believe the problem is much more complex and multifaceted than I'm even aware.
