Tech bloat is usually caused by org bloat, which is caused by the fact, that both management and tech individual career paths are aligned with having more teams and departments. This is essentially corruption, individuals advancing their career at the cost of undermining the organization and the product.

I know this comes across as an obvious reality of employed life, but it's hard to describe how ridiculous it sometimes gets. Example: complicated and flashy feature developed almost solely for the purpose of promotions. Everyone with decent product and domain knowledge that argues against it is shoved aside and labeled a hater. A year and a half later and zero usage of the feature and management decides to sunset it to avoid the expensive maintenance. Everyone involved with developing and promoting the feature celebrates this new decision as if no one's the wiser.
