Doctoring raw telemetry data is an insanely difficult proposition. This isn't like modifying database changelogs; a huge swath of sensor data would need to be modelled and simulated. If the telemetry includes camera data, the task becomes exponentially more difficult. This is a major undertaking, would involve many employees, and those employees would be knowingly engaging in a criminal conspiracy. They'd be knowingly risking jail time if caught. This hypothesis is, by any stretch of the imagination, beyond implausible.
