it's important to review the budget, but each line item does not often describe where the spending when. For a given bill or appropriation, much of the appropriation goes to other functions or destinations.
The issue with "facts" is that they are themselves a story.

Entitlements are typically paid primarily to administration and contractors and not to those who need it.
