I can not speak for GoT, but I do see several obvious issues. One, jj is Apache 2.0 and it is explicitly considered undesirable by the OpenBSD developers as it imposes further restrictions than their license of choice [1]. Two, it is written in Rust and not only do I doubt that it can be ported to the platforms OpenBSD wants to support [2], but it may very well be impossible to build on said platforms which to the best of my knowledge is a strict requirement for inclusion.

It should be noted that while GoT is developed by established OpenBSD developers, there is to the best of my knowledge no concrete plan to replace CVS at this point. While it may happen (and I personally hope it will as GoT is a very nice tool in my book), it is still up in the air and left to the rest of the OpenBSD developers when the time comes.
