Do you think there could be some sort of balance? Something between the tactical approach of redoing a single road at a time and ... flattening all of Paris? The way I see it, it can be hard for a centrally planned approach to meet all of the needs of the residents of each area. Is there some sort of way to adapt the incremental approach for the modern era?
