Shutting down everything isn't an audit. Looking at some top level line items is not an audit. An audit takes time and you have a plan and reasons to back it up when it's done. What is happening is things are being indiscriminately torn down. Maybe it's for the best, but as there's no analysis, people are rightfully concerned about what is happening.
