This is a very bizarre story: (1) Agencies like the CIA employ couriers to accompany and hand-deliver classified materials. Sometimes they'll tell you that they work for the State Department as a diplomatic courier. (2) The White House is plugged into Top Secret level intranets. There's no way this supposed list couldn't have been transmitted more securely. Someone either intentionally botched this (or have zero regard for protocols), or major pieces of this story is missing.
