For instance we have American military forces permanently forward deployed to both of those countries, but none in Israel. We also have mutual defense treaties with Japan and SK, but not Israel. The problem is that Korean and Japanese shipyards are far more vulnerable to Chinese attack than shipyards in North America would be. But Korean shipbuilding companies have been interested in buying and building shipyards in the US, which is helpful.
