It looks like you are stuck in a corporate hell-hole where levels and blame games take higher priority than software or business development. I personally don't enjoy environments where every management level shifts blame downwards and reorgs to find more scapegoats. I like environments where management wants to solve business problems because it helps the business, not as a CYA. I would have coasted or quit. I find it impossible to not work a fair trade of my time and labor.
