While an important story, I've flagged this for having an extremely inaccurate headline. The headline suggests that Treasury payments to contractors are in the process of being halted; presumably blind as to whether services have been rendered or not. However, pavel_lishin points out that presently only one payee is having the relationship terminated. In addition, it is a charity, which means that I suspect that the payment was a recurring grant rendered without expectation of services. The other relationships are presumably being reviewed.
