NEPA was intended to protect the nature, but it has become a tool of NIMBYs to stop any development they don't like by launching vexatious litigations that aren't sincerely meant to protect nature. Other Western countries face similar problems: environmental laws are ruthlessly weaponized against anything, including affordable housing. That cannot go on forever.
