trusting that fed orgs are “trusted experts” is why youre stating “they had no incentive”. fed orgs are completely driven by politics. this is why they shouldnt exist. the “experts” are not at the helm, and rightfully left after the orgs first administration. these are deprecated orgs that have become toys for the elected. close it down and start new.
