If what you say is true no European country would be using any US systems - as I think it's obvious ( despite the various attempts at various fig leaves ) that US and EU law is fundamentally not compatible in terms of privacy. What actually happens is you have people seeing no evil, hearing no evil and speaking no evil - by going lalalala - hoping that because everybody else is doing it they won't get fired. This happens because alternatives seem too hard.
