Besides causing chaos for grants that are regularly awarded (i.e. annually), the AP also said, "Even grants that have been awarded but not spent are supposed to be halted." The chaos could dramatically increase depending on the meaning of "spent" in that context. Does "spent" mean that the funds were disbursed to the grant recipient? Or that the funds left the grant recipient's accounts?
